Vigilantes 'rehabilitate' gangsters in Mexico's west LA NOPALERA (Mexico) (AFP) - Under the watch of vigilantes, a pair of captured drug cartel henchmen mop the floors and cook in a dusty, sparsely furnished house in Mexico's unruly west. The duo once worked as "hawks," or lookouts, for the cult-like Knights Templar gang that terrorized Michoacan, but they are now in the hands of civilian defense militias that have ousted the cartel from several towns. The vigilantes, who are marking their one-year anniversary this month, came together to combat a cartel that they accused of murdering, kidnapping and extorting their populations in the lush agricultural state. The civilian militias now say they want to "rehabilitate" the less-virulent, low-ranking former members of the Knights Templar, because punishing all would be a tall task in a state where the cartel was so entrenched in society. The two young men held in La Nopalera, a town within the former gang-dominated municipality of Apatzingan, sleep on dirty mattresses in a ramshackle house they share with 10 vigilantes. "The order is to hold them for three months under my watch and simply convince them psychologically that they have to take the correct path," said a vigilante leader who goes by the name Comandante Patancha. "If they escape, they may not be pardoned," said the mustachioed man. "If the Knights Templar were to catch us, they would kill us," said Manuel, who gave a fake name for fear of being targeted by his former employers. "Now I don't have a better option than to help the self-defenses," the married, 25-year-old father of two said. Manuel and his cohort Carlos, who also gave a fake name, say they are much better off with the vigilantes, who feed them and do not tie them up. They even receive weapons training. Manuel and Carlos say they were captured by federal police and then handed over to the vigilantes. The federal government has deployed almost 10,000 police and troops to Michoacan in a bid to curb the violence, and last month it struck a deal to legalize the growing vigilante movement. The government says it has captured more than 300 people linked to organized crime, but the authorities have yet to capture Knights Templar leader Servando "La Tuta" Gomez. Manuel says he joined the cartel because he was not earning enough picking limes in the Tierra Caliente ("Hot Land") region, Mexico's lime and avocado heartland. But Carlos admits that, like many of his friends in Apatzingan, he was allured by the gang life, partly because it made it easier to woo women. "You would see these armed guys walking around and nobody could say anything to them," the svelte 20-year-old said. Vigilantes have destroyed altars that had been built in honor of a Knights leader. Estanislao Beltran, the spokesman for the self-defense militias, said towns in Tierra Caliente were "in complete collusion with the Knights Templar." "Are we going to capture and banish all of them? Are we going to create ghost towns? What are we going to do?" he wondered, adding that some towns have formed citizen assemblies to decide the fate of captured gang members. Jinsi teknolojia inavyokua kuna baadhi ya vitu kwenye miaka inayokuja vitashindikana kufanyika kutokana na maboresho yanayofanyika kuvidhibiti. Unaambiwa kuna simu ya mkononi iliibwa lakini baadae kidogo ikatuma ujumbe mfupi na picha ya mwizi wa simu hiyo kuonyesha kuwa ndiye mmiliki wake. BBCSwahili.com wameandika polisi katika eneo la Essex nchini Uingereza wanamtafuta mwizi wa simu hiyo aina ya HTC ambayo iliibwa kutoka kwenye koti la mwanafunzi mmoja alipokuwa safarini kuelekea nyumbani. Mwenye simu alikuwa ameweka kifaa cha usalama kwenye simu hiyo ambacho kinaifanya simu kumpiga picha mtu anapojaribu kuingiza namba ya siri au PIN mara tatu bila kufanikiwa. Msemaji wa polisi alisema kuwa simu hiyo ilimpiga picha mwanaume huyu alipojaribu kuingiza namba hiyo bila kufanikiwa ambapo email ya Mwanafunzi huyo ndio ilituma ujumbe kwa polisi kuwataarifu kuhusu wizi huo.

TAMATHALI ZA SEMI KATIKA FASIHI Tamathali za semi ni maneno, nahau au sentensi ambazo hutumiwa na wasanii ili kutia nguvu katika maana, mitindo na hata sauti katika maandishi ama kusema. Wakati mwingine hutumiwa kama njia ya kuipamba kazi ya fasihi na kuongeza utamu wa lugha (Senkoro, 1984:13). Hii ina maana kwamba ili msomaji wa kazi yoyote ya fasihi apate ujumbe hana budi kufikiri kwa kina. Pia tamathali za semi ni fungu la maneno lililogeuzwa maana yake kamili ili kiuwakilisha maana nyingine (Msokile, 1992:210). Akiwa na maana kuwa katika tamathali zipo maana na matumizi mengine ya kisanii ambayo msanii anapaswa kuyatumia ili aweze kufikisha ujumbe uliokusudiwa kwa hadhira. Tamathali za semi ni viwakilisho au vifananisho vya dhana fulani kwa dhana nyingine tofauti zinazo fanana. Huu ni usemi unaobadilisha maana dhahiri au za kawaida za maneno ili kuleta maana maalumu ya fasihi iliyokususudiwa na msanii. (Mwamanda, 2008:42). Kwa ujumla tamathali za semi ni maneno au sentensi ambazo hutumiwa na wasanii au waandishi wa kazi za fasihi ili kutia nguvu katika maana, mtindo na hata katika sauti za kusema au maandishi. Hutumika katika fasihi kwa lengo la kuipamba kazi ya fasihi na kuongeza utamu katika lugha iliyotumika katika kazi husika. Tamathali hizi huweza kugawanyika katika vipengele tofautitofauti kama vile tamathali za mlinganisho, tamathali za mafumbo, tamathali za msisitizo pamoja na tamathali nyingine za semi. Vipengele vya tamathali za semi ni muhimu sana katika kuunda au kutoa msisitizo wa maana pamoja na kuunda maana mpya katika kazi za fasihi, vipengele hivyo huweza kufafanuliwa na kuweza kutumika katika kazi za kifasihi kwa namna tofautitofauti kama ifuatavyo: Tashibiha au Mshabaha ni aina mojawapo ya tamathali za semi inayofanya kazi ya kulinganisha vitu viwili visivyo na hadhi sawa kwa kutumia viunganishi kama; mithili ya, mfano wa, sawa na kama vile. Mara nyingi aina hii ya tamathali za semi huweza kufanya kazi endapo tu pana vitu viwili vinavyolinganishwa, wakati kimoja hutumiwa katika kukirejelea na kuelezea kingine na aghalabu kimoja kati ya vitu hivyo huwa kinaeleweka na hivyo hutumiwa ili kuangazia hicho kingine. Mfano katika tamthilia ya “Ngoma ya Ng’wana malundi” (Mbogo, 2008) anasema: “Vizuu wanakula kwa kupokezana kama nguruwe au vichaa” (Uk. 18). “Uso uliparama kama jiwe la kiama” (Uk. 8). Pia katika riwaya ya “Janga sugu la wazawa” ( Ruhumbika, 2001:88) anasema: “Basi siku hiyo hiyo Bugonoka alitambua hali hiyo mpya ya mama yake nayo pia ni sehemu ya janga lake na watu wake hapa duniani, sawa kabisa na kifo cha baba yake............” Kwa kutumia tamathali hii ya semi wasanii wameshushughulikia mambo makuu matatu ambayo ni Kizungumzwa, Kifananishi na Kiungo. Kizungumzwa ni kitu halisi ambacho huzungumzwa na kitu kinachofananishwa kwa fumbo, kifananishi kipo katika mawazo na huzingatia maana dhahania na kiungo ni sifa zipatikanazo katika kitu kinachozungumzwa. Kazi yake kuu ni kuhusisha vitu vyote viwili katika kuunda maana kama inavyoonekana katika mifano hapo juu. Takriri ni aina nyingine ya tamathali za semi ambayo yenyewe huhusika na urudiajirudiaji wa maneno, silabi au sauti zinazolingana katika kazi ya sanaa. Mwandishi huamua kwa makusudi kurudirudia maneno au vipengele hivyo kwa lengo maalumu kwa kusisitiza jambo ama kuleta mkazo wa jambo linaloelezwa (Msokile, 1992:61). Kwa mfano, katika riwaya ya “Rosa Mistika ” (Kezilahabi, 1971:67) takriri inaonekana kama ifuatavyo: “Rosa, Rosa, Rosa, mtoto wangu, mimi ninakufa.
